Step 1: Choose Your MM2H Option
Malaysia offers three versions of the MM2H programme:
Each has different financial requirements, benefits, and application channels. Start by deciding which version aligns with your goals and eligibility. The steps below are for the National MM2H.
Step 2: Check Your Eligibility
Before applying, ensure that you meet the basic eligibility requirements:
- Nationality: Must be a citizen of a country with diplomatic ties to Malaysia.
- Age: Minimum age is 25 years for most categories. Applicants aged 21 and above may qualify under the Special Economic/Financial Zone category.
- Application Channel: All applications must be submitted through a licensed MM2H agent registered with the Ministry of Tourism, Arts and Culture (MOTAC). Direct applications are not accepted.
Step 3: Engage a Licensed MM2H Agent
Licensed MM2H agents are authorized by MOTAC to assist with the full application process.
- Service Fees (inclusive of taxes and government fees):
- Platinum: RM70,000
- Gold: RM55,000
- Silver: RM40,000
- Special Economic Zone: RM40,000
Agents can collect up to 20% of the total fee upfront, with the balance due upon successful approval.
Agents assist with document submission, medical exams, health insurance, visa fees, translations, airport pickup, and pass endorsement.
Step 4: Prepare Required Documents
Key documents needed for your initial application include:
- Completed Immigration Form (IM.12)
- Copies of the applicant’s and dependents’ passports
- Certified translations of family relationship documents (e.g., marriage, birth certificates)
- Certificate of Good Conduct or Police Clearance for applicants and dependents over 18
- Any additional documents as requested during processing
All documents must be complete and accurate. False or misleading information is a serious offense under Malaysian immigration law.
Step 5: Submit Application to MM2H Centre
Your MM2H agent will submit the full application to the One Stop Centre (OSC MM2H). Processing involves:
- Review by the MM2H Centre (MOTAC)
- Approval from the Immigration Department under the Ministry of Home Affairs
Estimated processing time: 120 working days from submission to conditional approval.
Step 6: Receive Conditional Approval & Complete Endorsement
Once your application is approved, you’ll receive a Conditional Approval Letter. You have 6 months to complete these steps:
- Health Insurance: Mandatory for applicants under 60 years old
- Medical Check-up: Must be done at an MOTAC-appointed clinic (Form MFII required)
- Fixed Deposit (FD): Must be placed in a Malaysian bank and held under lien
- Platinum: USD 1 million
- Gold: USD 500,000
- Silver: USD 150,000
- Special Economic Zone: USD 65,000 (age 21–49) or USD 32,000 (50+)
- Personal Bond and other statutory forms
- Pass Sticker: Issued within 1 working day once all documents are submitted
Participants may withdraw up to 50% of the FD for approved purposes such as property purchase, education, and healthcare.
Step 7: Fulfill Ongoing Obligations
Once your MM2H pass is endorsed, you must comply with key obligations:
- Annual Minimum Stay: 90 cumulative days in Malaysia
- Residential Property Purchase (mandatory, varies by tier):
- Platinum: RM2 million+
- Gold: RM1 million+
- Silver: RM600,000+
- Dependents: Eligible to bring spouse, children, parents, and (Platinum only) domestic helpers
- Validity & Renewal:
- Platinum: 20 years
- Gold: 15 years
- Silver: 5 years
- Special Economic Zone: 10 years
Renewal fees range from RM300 to RM5,000 depending on category.
Step 8: Special Notes for Business & Career
Only Platinum tier participants are eligible to operate businesses or work in Malaysia. Participants in other categories are not permitted to engage in employment or business activities without a separate work permit.
Step 9: Final Considerations
- Participants receive tax exemptions on foreign income remitted to Malaysia.
- MM2H Pass can be transferred to a dependent in the event of the principal applicant’s death.
- Children under MM2H may study in Malaysian institutions or hold a Student Pass.
